Projects include large, public, transportation (transit, highway, airport) underground and infrastructure programs which can be expensive (multi-billion US$), and which can extend over a long time (10-15 years).

These projects must satisfy conflicting political, financial, technical, managerial and administrative requirements – sometimes in a restrictive legal, media-intense, bureaucratic environment.

Therefore, it is essential to strategically and systematically build clear management and organizational plans which include community and stakeholder involvement, with organizational alignment and clear performance measures – “what gets measured gets done”.

Strategic management plans increase efficiency in project planning and procurement in order to meet critical performance, quality, schedule and cost goals. Using “aligned” procedures (which can include, partnering, alliancing, teamwork, risk mitigation and disputes review) saves time and money and reduces the chance of claims and litigation.
