John Reilly provided project management and investigative engineering services for the Auditor General of Rhode Island, in his investigation following serious design selection and construction management problems, including termination of the construction contractor for cause. Services included review of contract requirements, construction performance related to specifications and contract requirements, review of design alternatives, consultation to the investigators, drafting and review of the final report.
The report was accepted without objection by the contractor and the Agency and the content was used by the Federal Highway Administration in its subsequent report, which validated the findings. 1989.
