John Reilly provided Project Management Oversight (PMO) and Project Management Assistance (PMA) services, in accordance with Federal Oversight requirements, for the Los Angeles County Metropolitan Transportation Agency (MTA), through a subcontract with Fluor Daniel, Inc. Oversight projects included the Pasadena Blue Line and Metro Green Line Light Rail Systems. 1991 – 1999.

Project management oversight services:

  • Agency organization, roles and responsibilities, management plans and management approach

  • Annual audits and project reviews, management compliance, Metro Green Line
  • Board Report on critical management issues, including risk identification, evaluation and strategic approach, Metro Green Line Project

  • General engineering consultant oversight for compliance with technical and managerial requirements, acceptable practices and control of costs, Pasadena Blue Line Project
  • MTA policies, contact change procedures, including compliance with contractual terms and conditions
  • Assessment of MTA’s Pasadena Blue Line organization for preliminary engineering
  • Recommendations for critical Pasadena Blue Line management actions required by MTA, General Engineering Consultant and engineering design firms
  • Los Angeles MetroPasadena Blue Line design cost-to-complete audit, including evaluation of direction for design changes, compliance with not-to-exceed limits and contract change procedures
  • PMO Reports on management changes necessary to control final design within approved budget and Authorization-for-Expenditure (AFE) limits, Pasadena Blue Line
  • Management options, resolution of outstanding/unauthorized contractual work, Pasadena Blue Line
  • Configuration management and implementation review
  • Report on overall design and construction management fees, consistent with the experience of other transit agencies, Pasadena Blue Line Project

Project Management Assistance Services

  • LAMETROAlternative management and organizational structures for design and construction, considering an integrated project office and its implementation – MTA Executive
  • Report on cost of construction management services by relevant agencies and consultants, considering salary rates, overhead, and services required – MTA Executive
  • Evaluation of MTA Program Management Department operations and staffing, including working relationships with Agency management, project managers and other Departments
  • Value engineering, modular stations ventilation systems, for the Metro Red Line, East Side Extension, with estimated savings of $2.8 million per station with recommendation for further investigation of station and tunnel emergency smoke and fire control requirements
  • Ventilation investigation, Blast Relief Shaft effectiveness, with recommendations for corrective measures and fundamental criteria revisions, Metro Red Line Segment 1 (MRL-1)
  • Assistance with air velocity measurements, follow-up to MRL-1 ventilation investigation, with temperature effects and simulation of MRL-2 stations, Metro Red Line Segment 1
  • Measurement of peak and average platform and exit passageway air velocities, corresponding to train movements, Washington DC, Toronto Ontario and London England
  • Opinion, elimination of underplatform exhaust fans, MRL East Side Extension and MRL Segment 2 stations
  • Recommendations for additional design, station and tunnel emergency smoke and fire control, Metro Red Line 3 v

  • Opinion on technical merit, elimination of reinforcement for the final tunnel liner considering soil-structure interaction, concrete integrity and durability, dynamic analysis and earthquake forces in real time. Metro Red Line Segment 2
  • Assistance and report, phased implementation of construction management by MTA, including relative costs for Agency or consultants, Pasadena Blue Line
  • Evaluation of structural alternatives, LA River Bridge, considering technical merit, schedule constraints, constructability and cost. Identification of $750,000 in cost savings (adopted). Metro Pasadena Blue Line
  • Planning, management and facilitation of focus sessions, to define management approach and develop a Project Management Plan, Pasadena Light Rail Project
